When the number needs to stay attached to the account indefinitely, use the dedicated monthly non-VoIP line, which is the only tier offered per country. Phone verification is not identity verification. A code proves you control the number; it does nothing for the separate identity or tax document checks Etsy runs on sellers before payouts, and no SMS tier substitutes for those. The other half of a clean sign-in is the connection: a US number paired with a datacenter IP from another region is the pattern that triggers extra 2FA rounds and security alerts.
