Google classifies the exit by network type. Datacenter ranges and known proxy ASNs draw interstitial checks within a handful of queries, while carrier ranges behind mobile NAT absorb far more traffic before challenge.

Requests per minute from one IP is the strongest trigger. Bursts of identical search parameters from a single exit produce the /sorry/index redirect regardless of how clean the IP itself looks.

TLS and HTTP/2 fingerprint
The handshake and frame ordering are compared against real browser builds. A headless client claiming a current Chrome user agent over a mismatched TLS stack gets challenged even on a fresh mobile IP.

Cookie and consent state
Google tracks the NID and consent cookies attached to a session. Dropping cookies on every request, or carrying one cookie jar across many rotating exits, both read as automation.

Geo, gl/hl and locale consistency
The exit country is compared with the language headers, timezone and any gl or hl parameters you set. A German IP requesting US-localized results with an en-US browser is an obvious mismatch.

Too many queries from one exit in a short window, or a proxy IP already flagged. Lower per-IP rate, shorten the rotation interval and verify the exit type.

Why mobile IPs work on Google
Google does not ban search traffic, it throttles it. The gate is the /sorry interstitial, and it fires on a combination of query rate per exit IP, network class and client fingerprint. That is why the same scraper can run cleanly for hours on carrier exits and get challenged in ten queries from a datacenter range: the IP class sets your budget, and the request pattern spends it. Mobile exits sit behind carrier NAT, where thousands of real users share addresses, so per-IP volume looks ordinary for longer.
Two very different jobs get filed under the same search. Collection work (rank tracking, local pack checks, shopping and ad verification) is stateless and wants pay-per-GB mobile exits with scheduled rotation, one clean cookie jar per session, and gl/hl parameters that match the exit country.
