The single strongest network signal is whether the exit IP belongs to a consumer carrier, because that is what almost every legitimate user looks like. A datacenter IP is not banned outright, but it lowers the baseline enough that everything else you do is judged more harshly: slower reach, more captchas, faster escalation to phone verification. Real 4G/5G carrier IPs remove that penalty because TikTok cannot distinguish your device from the millions of phones behind the same carrier NAT.

The second thing that matters is consistency. Pick the proxy country to match the account's region, the app locale and where the audience is, then keep the same IP for a whole session.
