Location Targeting & Proxy Lists
Target countries, regions, cities, ZIP codes or ISPs with proxy lists. Up to 100 lists per shared plan, each with its own credentials and rotation.
A proxy list is a set of credentials with its own location target and rotation rule. You create lists on your shared plan's page under Proxy Lists.
What Each List Gets
Create up to 100 lists per shared plan. Each list has:
- Its own username and password (or an IP whitelist)
- Its own location target
- Its own rotation setting
- 1,000 ports (10000-10999), where each port is a separate concurrent session
All lists connect to the same host and draw on the same plan data, so you can run different locations and rotation rules from one plan.
A new or edited list can take a few minutes to find devices that match its target. If a list with very narrow targeting stays offline, widen it to the region or country.
Location Presets

Presets only include countries with devices available at the time. Countries with few devices are marked "Limited".
Mobile carriers assign IPs from regional pools, so an IP targeted at one city can show a nearby city on some IP checkers. That's normal for mobile IPs.
Rotation

| Timed | Keeps an IP for a set interval, then rotates: 30 seconds, 1, 5, 15 or 30 minutes, 1 hour, or a custom interval up to 24 hours |
IP Whitelist
Instead of a username and password, a list can authenticate by source IP. Add up to 5 IPv4 addresses or ranges (/24 to /32) when you create the list. Whitelisted lists connect with just the host and port and take a little longer to activate. The whitelist can't be changed after the list is created.
